PLEASE READ THE FOLLOWING CAREFULLY AND SEND AN EMAIL TO pbgc@coffi.org IF YOU WISH TO JOIN THE ELECTRONIC DISCUSSION GROUP. YOUR EMAIL WILL BE TAKEN TO INDICATE THAT YOU AGREE TO ABIDE BY THE GROUND RULES LISTED BELOW.

The Center On Federal Financial Institutions (COFFI) runs an electronic discussion group on PBGC-related topics. The discussion group works like this:

Participants send their email submisions to pbgc@coffi.org. We will then forward the email on to the entire list of those who have opted in. The forwarding will use the blind copy (bcc) feature so that recipients will not see the full list of email addresses. This is intended to prevent inadvertently passing your email addresses on to a spammer or anyone else who might abuse your privacy. The email address of the original sender will be displayed, however, so that individuals can contact them directly. Please take advantage of that option for replies that are unlikely to interest the larger group, such as requests for specific information.

We will also review content to ensure that it remains germane to the topic of PBGC. Any email which seems to fall outside of this topic will be returned with an explanation of why we did not pass it on. If you feel it important to put PBGC-related issues in a larger context, please do so by making the point and offering to pass more information on to anyone who is interested, rather than attaching documents on the larger topic. We will doubtless discover other reasons for returning emails as we proceed, which we will pass on in general terms to the group in order to reduce future problems.

This forwarding process makes the discussion group more of a bulletin board than a chat room. Please excuse any substantial delays; we are a small organization.

We may screen applicants for membership on the list, in order to balance openness with a focus on the interests of policymakers, government managers, think tankers, and academics.

WARNINGS

Although we ask each of you not to quote from group emails, the writer should assume that someone will do so anyway. Also, the presence of government officials on this list potentially makes the emails subject to the Freedom of Information Act.

The views of each writer are their own, even if forwarded on by the Center On Federal Financial Institutions. We will not be endorsing, validating, verifying, or checking the content other than to try to keep submissions on topic, avoid redundancies, and meet any legal requirements we might have.

Each writer is responsible for ensuring that any attachments or quotes fall within copyright laws. We ask any participant to email us at pbgc@coffi.org if they become aware of a copyright violation. In the event of a violation we will inform the group in order to try to ensure that the copyrighted work is not used further. Repeat offenders may be dropped from the Listserv.

We are not in a position to check for electronic mischief. There is the possibility of a virus, spyware, or other electronic problem being passed on inadvertently. The recipient should use their usual email precautions.

We reserve the right to drop anyone from the list if their behavior leads us to conclude that the group would benefit from that action.

As noted above, you will need to send an email indicating your understanding and acceptance of the points explained here before we actually include you on the list.
